白皮书
For several years, there have been efforts in the United States and Europe to regulate Internet service providers (ISPs) to ensure they provide consumers with access to all applications and services on an equal basis, without favoring some content over others. In November 2015, the net neutrality law was adopted by the European Union and became a mandate for ISPs and mobile network operators (MNOs). The regulation requires providers to be monitored and evaluated against set standards, as well as each other. As a result, National Regulatory Authorities (NRAs) and service providers now need to continuously detect and monitor service and the user experience, in addition to comparing performance by provider, geography, type of service, device, and more. They must separate underlying network issues from application, device-related, or Wi-Fi issues.
